U.S. Rep. Betty McCollum is headed to a service for the Ft. Hood shooting victims, who include PFC Kham Xiong, a Hmong refugee whose family moved to St. Paul from Thailand when he was an infant. President Obama and First Lady Michelle Obama are also scheduled to attend the ceremony Tuesday in Texas.
Xiong, 23, one of 13 killed in the rampage, was scheduled to deploy to Afghanistan next month. A family member said he was "psyched," about serving in Afghanistan, where his brother, 18-year-old Nelson Xiong, is deployed as a Marine.
